اليونسكو تنظم ورشة عمل حول الحوكمة الرقمية والمسؤوليات المشتركة في الفضاء الإلكتروني

نظمت اليونسكو، في إطار مشروع وسائل التواصل الاجتماعي من أجل السلام (SM4P) الممول من الاتحاد الأوروبي، ورشة عمل متخصصة عبر الإنترنت حول موضوع الحوكمة الرقمية، وهي مفهوم يشكّل ركيزة أساسية للحياة الحديثة، ويربط بين السلوك المؤسسي والعام في عالم رقمي يتّسم بتعقيد وترابط متزايدين.

قاد الورشة خبراء من مقرّ اليونسكو في باريس، وركّزت على مبادئ الحوكمة الرقمية بوصفها نهجاً يتجاوز مجرد التنظيم الرقمي، مع التأكيد على المسؤوليات المشتركة بين مختلف الجهات الفاعلة في البيئة الرقمية، بما في ذلك الحكومات، والمنظمات الحكومية الدولية، والهيئات الوطنية التنظيمية، ومنصات التواصل الرقمي، ومنظمات المجتمع المدني، والقطاع الأكاديمي، ووسائل الإعلام.

وشارك مكتب اليونسكو في العراق إلى جانب ستة مكاتب إقليمية ودولية أخرى في مناقشات معمّقة تناولت دور الحكومات في ضمان احترام وحماية وإعمال حقوق الإنسان في الفضاء الرقمي، مع التركيز على مبادئ الشفافية والمساءلة والتناسب، وتجنّب فرض قيود تعسفية على المحتوى الرقمي. كما أكدت الورشة أهمية تمكين الهيئات التنظيمية المستقلة، ودعم تطوير الإعلام، وتعزيز التربية على الإعلام والمعلومات.

كما بحث المشاركون دور المنظمات الحكومية الدولية والهيئات التنظيمية الوطنية في تبادل أفضل الممارسات والخبرات لضمان حرية التعبير وإتاحة الوصول إلى المعلومات، فضلاً عن مساهمة المجتمع المدني والأوساط الأكاديمية ووسائل الإعلام في مراقبة السياسات الرقمية وضمان توافقها مع المعايير الدولية لحقوق الإنسان.

وتأتي هذه الورشة في إطار جهود اليونسكو المتواصلة من خلال مشروع وسائل التواصل الاجتماعي من أجل السلام لتعزيز الحوكمة الرقمية المسؤولة والشاملة التي تدعم السلام والتعددية والثقة في العراق والمنطقة، بما يسهم في بناء بيئة رقمية آمنة وشفافة ومسؤولة للجميع.

UNESCO Leads Workshop on Digital Governance and Shared Responsibilities in the Online Space

UNESCO, within the framework of the Social Media for Peace (SM4P) project funded by the European Union, organized a specialized online workshop on digital governance — a concept that underpins modern life and serves as a vital link connecting institutional and public behavior in today’s increasingly complex and interconnected digital world.

The workshop, led by experts from UNESCO Headquarters in Paris, focused on the principles of digital governance rather than mere regulation, emphasizing the shared responsibilities of all actors within the digital ecosystem, including governments, intergovernmental organizations, national regulatory authorities, digital platforms, civil society, academia, and the media.

The UNESCO Office for Iraq participated alongside six other regional and international offices, engaging in in-depth discussions on the role of governments in ensuring the respect, protection, and fulfillment of human rights in the digital space. The session highlighted the importance of transparency, accountability, and proportionality, while avoiding arbitrary restrictions on digital content. It also underlined the need to empower independent regulators, support media development, and enhance information and media literacy.

Participants further explored the role of intergovernmental organizations and national regulators in promoting best practices and exchanging experiences to safeguard freedom of expression and access to information. The discussion also recognized the contribution of civil society, academia, and the media in monitoring digital policies and ensuring their alignment with international human rights standards.

This workshop is part of UNESCO’s ongoing efforts through the Social Media for Peace project to advance responsible and inclusive digital governance that supports peace, pluralism, and trust in Iraq and across the region — fostering a safe, transparent, and accountable digital environment for all.
